The chart is stale
Settings → General → iPhone Storage recalculates live and can lag badly, particularly after a large deletion or an iOS update. A phone that says it is full immediately after you deleted twenty gigabytes is frequently just behind.
Restart the iPhone and look again after a few minutes. This resolves a genuine share of cases and costs nothing.
Recently Deleted still holds everything
Photos → Albums → Recently Deleted keeps deleted photos and videos at full size for 30 days. Until you empty it, deleting photos frees nothing at all — which is exactly the situation people describe as deleting everything and gaining nothing.
Open it, tap Select then Delete All. The space returns immediately. Files has its own Recently Deleted with the same behaviour, worth checking too.
Messages, which never appears in the app list the way you expect
Messages is often the second largest consumer on an iPhone and it hides in plain sight, because a conversation looks like text. Years of photos and videos in group chats add up to gigabytes.

Streaming downloads you forgot about
Netflix, Spotify, YouTube and the rest cache downloads indefinitely. A season downloaded for a flight two years ago is still there. These show up under the app in the storage list, so check the top of that list for any streaming app.
Each app manages its downloads in its own settings; there is no central control. Deleting them inside the app frees the space at once.
System Data, which you cannot delete and mostly should not chase
If everything else looks small and System Data is enormous, that is caches and temporary files. There is no button to clear it, no third-party app can touch it, and iOS purges it automatically when it needs room.

If you are trying to install an update
An iOS update needs roughly twice its download size free, and it checks at install time, so the failure arrives after the download rather than before. That makes it feel like a storage bug when it is arithmetic.
