What changed in 2023
Until iOS 16.4, installing a developer beta meant either paying $99 a year for the Apple Developer Program or obtaining a configuration profile from someone who had. That second route is what created the entire beta-profile download industry, and most of it was fraudulent.
Apple ended both at once. Developer betas became available to any Apple Account signed in at developer.apple.com at no cost, and configuration profiles were removed from the process entirely. There is now nothing to pay for and nothing to download.
What the $99 program still buys
The Apple Developer Program remains a real thing and still costs $99 a year, but what it covers is distribution rather than access: publishing apps to the App Store, TestFlight, advanced capabilities such as certain entitlements, and App Store Connect.
If you are not shipping software, it buys you nothing you cannot already have. Beta access is not part of what you would be paying for.
Developer channel or public channel
Both are free, both carry the same features, and the difference is timing. The developer channel gets each build first; the public channel receives a later, more settled build two to three weeks behind.

Why fake beta profile sites still exist
Search demand for "beta profile" never went away, and sites that stopped updating in 2022 still rank for it. Some are simply stale; others deliberately serve files, surveys or app installs to people looking for something that has not existed for three years.

How to enrol, free, in two minutes
For the public beta, sign in at beta.apple.com with your Apple Account and accept the agreement. For the developer beta, sign in at developer.apple.com with the same account — no payment step appears.
